A bit of history:
The stamp features the Independence Hall, based in Philadelphia, where the Declaration of Independence and the U.S. Constitution were signed, and a version of the U.S. flag formalized in 1790. This flag is made of thirteen red and white stripes, and thirteen white stars on a blue background. The number 13 echoes the thirteen states that historically formed the beginning of the American empire. Funny that the value of this stamp was 13 cents!
